Related forums are excellent places too and you can actually help people with your advice and then place a link to your site in your signature, many forums still allow that feature.

If you are really serious, you can sign up on an article submission site and for a monthly fee have several articles posted to thousands of different sites over a period of time.

As website creation is getting simpler, website promotion is getting tougher and that’s logical because more and more sites are going up all the time.
